Tom Beach is principal consultant with Crossborder Energy, which provides clients with strategic advice, economic analysis, and expert testimony on market and regulatory issues in the natural gas and electric industries. The firm is based in Berkeley, California, and focuses on the energy markets in California, the western U.S., and Canada. Since 1989, Mr. Beach has actively participated in most of the major energy policy debates in California, including the restructuring of the state’s gas and electric industries, the addition of new natural gas pipeline and storage capacity, renewable energy development, and a wide range of issues concerning California’s large independent power community. From 1981 through 1989 he served at the California Public Utilities Commission. While at the CPUC, he was a key advisor on the CPUC’s restructuring of the natural gas industry in California, and worked extensively on the state’s implementation of PURPA.
